Project Description – Preparation of Feasibility Study Report on Land Development Project

Bangladesh Development Group (Magura Group) engaged Young Consultants (YC) to conduct a comprehensive feasibility study for a proposed land development project in Kaliakoir, Gazipur, Bangladesh. The project envisioned the development of a planned residential area with the potential to function as a satellite town, helping to alleviate population pressure on central Dhaka while providing affordable housing opportunities for low- and middle-income households. The study aimed to assess the project’s overall viability by examining site suitability, market demand, social and environmental considerations, and financial and economic prospects. It also considered the project’s potential contribution to employment generation, private investment, government revenue, and the development of associated industries.

The assignment commenced with a site assessment to examine the suitability of the proposed location for residential land development and its potential to support a planned, accessible, and environmentally responsible living environment. The assessment considered the location’s suitability for developing residential facilities outside the congestion and constraints of central Dhaka, with the broader objective of creating a more accessible and affordable residential alternative for urban households. The study also reviewed social considerations relevant to the proposed development and examined environmental factors associated with establishing a residential area designed to promote a cleaner and less polluted living environment.

YC conducted market research to assess the commercial prospects of the proposed land development project, with particular attention to the potential demand for affordable residential plots and housing among low- and middle-income population groups. The market assessment supported an understanding of the project’s intended beneficiaries, housing affordability considerations, and the commercial factors influencing demand for residential development in Kaliakoir and the surrounding area.

The financial and economic assessments examined the proposed project’s investment viability and its potential to generate reasonable returns for the shareholders. The analysis also considered the wider economic benefits associated with residential land development, including direct and indirect employment generation, contributions to government revenue through land registration and related fees, value-added tax (VAT), and utility connection charges. In addition, the study recognized the potential multiplier effects of the real estate and construction sectors on forward- and backward-linked industries, including cement, steel, bricks, ceramics, wood, paints, and aluminium, as well as the demand for professional services in finance, architecture, town planning, and legal consultancy.

The assignment also considered the project’s broader development objectives, including reducing pressure on Dhaka’s urban infrastructure, expanding access to affordable residential facilities, promoting planned settlement development, and supporting local economic activity. Social and environmental reviews were incorporated into the feasibility assessment to help identify relevant considerations for the proposed development and its potential effects on the surrounding area.

The assignment culminated in the preparation of a detailed feasibility study report consolidating the findings of the site assessment, market research, social review, environmental review, financial analysis, and economic analysis. The report provided Bangladesh Development Group (Magura Group) with an integrated assessment of the proposed land development project’s feasibility, commercial prospects, investment considerations, and anticipated socioeconomic contributions, supporting informed decision-making regarding its potential implementation.
