Young Consultants (YC) was engaged by the International Finance Corporation’s Bangladesh Investment Climate Fund (IFC-BICF), part of the World Bank Group, to conduct a comprehensive salary and benefit assessment for counsellors working under the Bangladesh Export Processing Zones Authority (BEPZA). The assignment aimed to evaluate the existing remuneration structure and recommend an appropriate salary and benefits package in accordance with BEPZA’s human resource policies, administrative instructions, and applicable labour laws in Bangladesh.
The assessment focused on reviewing the existing salary and benefits structure for BEPZA counsellors and determining whether it was consistent with the relevant institutional policies, employment requirements, and legal provisions. The assignment also examined income tax-related matters affecting counsellors’ remuneration to identify potential issues and recommend appropriate solutions.
To undertake the assessment, YC conducted consultative sessions with BEPZA management, IFC-BICF representatives, and BEPZA counsellors to understand existing remuneration practices, administrative arrangements, and employee concerns. The firm reviewed BEPZA’s human resource policies and instructions, relevant provisions of Bangladesh labour law, and applicable income tax requirements to establish a sound basis for the assessment.
YC subsequently evaluated the existing salary and benefits arrangements and developed recommendations for a revised remuneration package for BEPZA counsellors. The assessment also identified income tax-related issues and addressed these within the scope of the assignment. The findings and recommendations were consolidated into a detailed analytical report, which was prepared and submitted to IFC-BICF for review and consideration.
Through this assignment, YC provided HR policy review, remuneration analysis, labour law assessment, and benefits advisory services. The work supported IFC-BICF and BEPZA in evaluating the appropriateness of counsellors’ compensation arrangements and developing recommendations aligned with institutional policies and applicable legal requirements.
